The present invention provides a method for improving a Radio Resource Control (RRC) Connection procedure in user equipment (UE) of a wireless communication system. The method includes steps of performing an RRC Connection procedure, and resetting or re-establishing a lower layer protocol entity for Signaling Radio Bearers (SRBs) when a cell reselection occurs.

A method and apparatus for aperiodic CQI/PMI/RI reports in a wireless communication system is disclosed. The wireless communication system supports carrier aggregation that enables a user equipment of the wireless communication system to perform transmission and/or reception using multiple component carriers. The method includes reporting CQI/PMI/RI for multiple component carriers. When the user equipment needs to report CQI/PMI/RI for a deactivated component carriers, a special value may be used to signal the condition. Alternatively, the user equipment indicates with the reported CQI/PMI/RI which component carriers are measured.

The method includes steps of triggering a Buffer Status Report (BSR), which is a Regular BSR, and a Power Headroom Report (PHR); and performing resource allocation when having uplink resource allocated for new transmission, wherein resource allocation priority of a MAC control element of the BSR is higher than that of the PHR.

In order to improve Multi-input Multi-Output (MIMO) operation, the present invention provides a method of improving MIMO operation for a user equipment (UE) in a wireless communications system. The method includes receiving a first value according to a number of hybrid automatic repeat request (HARQ) processes in a HARQ procedure for the UE, receiving a first HARQ process identifier corresponding to a primary transport block, and assigning a second HARQ process identifier corresponding to a secondary transport block to be equal to (H+(N/2)) mod (N), wherein H represents the first HARQ process identifier, mod represents modulus arithmetic, and N represents the first value.

A method and apparatus for handling buffer status reporting in a wireless communication system includes providing a first buffer size level table having a first maximum buffer size value, and providing a second buffer size level table having a second maximum buffer size value greater than the first maximum buffer size value. The method includes using the second buffer size level table when carrier aggregation (CA) is configured with more than one UL carrier component (CC) or when more than one UL CC is activated. To indicate whether to use the second buffer size level table or the first buffer size level table, an indication can be used in one of a Radio Resource Control (RRC) message, a Medium Access Control (MAC) Control Element or a corresponding subheader of the MAC Control Element.

The method includes receiving a message indicating an eWaitTime at a user equipment (UE), entering a wait time period corresponding to the eWaitTime, and does not initiate a connection request with a specific cause during the wait time period, and considering the wait time period finished upon receiving a paging message that pages the UE.

The method includes starting a timer used for triggering a buffer status report (BSR), and restarting the timer in a transmission time interval (TTI) for which a semi-persistent scheduling uplink grant has been configured.
