In a thermoelectric heat exchanger which has a high level of efficiency, a thermoelectric material unit is arranged between the first and second pipes, preferably without mechanical contact with said first and second pipes, and a first fluid flows around the first pipe from the outside, while a second fluid flows through the second pipe.
