The terminal determines a plurality of preset blind detection candidate sets, and performs blind detection of control information over the PDCCH Candidates in each blind detection candidate set of the plurality of blind detection candidate sets. By applying the present applications, a new information sending and blind detection method over a PDCCH is realized.
