The data transmitting device includes an identification information inserting unit configured to insert, in the data to be transmitted by the data transmitting device, video image identification information for identifying the video image information included in the data; and a video image information inserting unit configured to insert the video image information in the data to be transmitted by the data transmitting device. The video image information inserting unit inserts in the data the video image information that has been inter-frame encoded, behind the video image identification information that has been inserted in the data by the identification information inserting unit.
