A programmable cellular telephone device includes a programmable interface for establishing a wireless communications link with at least one monitored technical device, and a processing module for authenticating wireless transmissions sent from a programming transmitter by determining if at least one transmission contains a coded number. The device is configured to use memory to store a telephone number or IP address included within the transmission(s) if the processing module authenticates the transmission(s) by determining that the transmission includes the coded number. The stored telephone numbers/IP addresses are numbers to which the device is configured to and permitted to send outgoing wireless transmissions. The device also communicates with a remote data monitoring device and/or sends data to/receives data from an Internet web page. The device processes data received from a monitored technical device, displays the processed data, and/or to transmits the data to an Internet web page.
