Based on determined channel conditions, a determined RF load, and a determined load ratio of the at least one mixed carrier, a modulation and coding scheme and a frequency band are selected. Using the selected modulation and coding scheme and frequency band, a mixed broadcast is transmitted on the mixed carrier.
