With the method and the apparatus, output signals can be adjusted dynamically according to input signals, and the bit width of the integer portion and the decimal portion of the frequency division coefficient and the decimal scale threshold of the decimal portion can be increased on demand, so that the precision of the frequency division coefficient can be adjusted.
