A mode selection component is configured to select a mode of operation for use in encoding image data. A spatial mode encoder is utilized when the mode selection component selects a spatial mode of operation. The spatial mode encoder is configured to encode the image data into packets by organizing the image data in accordance with a spatial partitioning. A frequency mode encoder is utilized when the mode selection component selects a frequency mode of operation. The frequency mode encoder is configured to encode the image data into packets by organizing the image data in accordance with a frequency ordering.
