The method includes: a first terminal sending a first channel, where the first channel is a physical sidelink control channel (PSCCH), and the PSCCH includes information of a resource selected by the first terminal; the first terminal receives a second channel from a second terminal, and determines, based on the second channel, whether the first terminal can use the selected resource.
