Aspects of the subject disclosure may include, for example, a processing system including a processor and a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, including detecting a vehicle, obtaining a demographic profile for an occupant of the vehicle, obtaining a directed advertisement for the vehicle based on the demographic profile of the occupant, generating a message for the vehicle based on the directed advertisement, and broadcasting the message to the vehicle, wherein an on-board device of the vehicle receives the message.
