The control apparatus determines a disaster region concerned among a plurality of regions, based on a message from the disaster detection apparatus located in the disaster region concerned. The control apparatus instructs the position processing apparatus located in the disaster region concerned to generate the distribution information based on information from the base station located in the disaster region concerned.
