A floating plate is movably disposed between the bottoms of the outer cup and the inner cup and a follower is mounted to the floating plate, wherein the floating plate is reciprocally moved relative to the outer due to a water level in the outer cup. At least one window is defined in the outer cup and the follower is formed with a shutter, wherein a relative action is formed between the shutter and the at least one window for providing a continual visual effect.
