The device includes a reception unit that receives the other vehicle information, an identification unit that identifies that one of other vehicles is a disabled vehicle if it is determined, using each piece of the other vehicle information received from a plurality of other vehicles, that a state where a distance between the other vehicles is equal to or less than a predetermined distance has continued for a predetermined time or more, and a driving assistance change unit that, if it is determined that one of the other vehicles is a disabled vehicle, changes at least one of a driving assistance providing condition and a driving assistance providing method both of which are based on the other vehicle information received from the disabled vehicle.
