The process includes assigning a second value to each type of the communication service from the first value. The process includes second converting a resource requesting amount of the service request into a third value. The process includes setting, determining that the third value is equal to or less than the second value that is assigned to the type of the communication service of the service request, a communication service associated with the service request for a communication device on the network.
